Consultation
The government is currently
developing an air transport White Paper, due in 2003, mapping out the
policy framework to 2030. Its principal aim will be to decide on how
much airport capacity the UK needs during that period and where it should
go. This means reconciling the economic and social benefits of air transport
growth in trade, travel and employment with the economic, social and
environmental costs, including congestion, noise, air pollution and
use of natural resources.
The consultation is now
extended to May 2003. You can access the governemnt website and let
them know what you think.

This report from the Institute of Public Policy Research states that
first, the link between economic growth and aviation has been overstated,
and secondly, environmental and social costs need to be accounted for
and adequately controlled if air transport is to expand. The paper then
